Alexey Nikolayevich Shepel was born on November 9, 1965 in Odintsovo, Moscow region.
In 1988, he graduated from the Kharkov Higher Military Command and Engineering School of Missile Forces of Marshal of the Soviet Union N.I. Krylov, specializing in mathematical support of automated control systems.
He began his career at the 4th Central Research Institute of the Ministry of Defense of the Russian Federation, where he worked until 1992.
Since the early 1990s he started to engage in commercial activities. During 9 years of work he was a director of a number of companies, which became the basis of the S. Holding, established in 1999.
From 1999 to 2000 he headed the financial management of the holding company Glavmostroy, which, having suffered from the consequences of default, needed an anti-crisis manager. When the situation in Glavmosstroy stabilized, he returned to S.Holding Corporation.
In the period from 2003 to 2006, he held the position of General Director of Stroymontazh-M State Unitary Enterprise of Moscow.
In 2006, he was appointed Head of the Department of Urban Planning Programs of Housing Policy of the Department of Urban Planning Policy, Development and Reconstruction of the City of Moscow.
In 2008, Mr. Resin became an advisor to V. I. Resin, First Deputy Mayor of Moscow in the Moscow City Government, Head of the Moscow City Planning Policy and Construction Complex.
In 2009 he returned to the operational management of S.Holding Corporation.
Since 2010, he started to implement a new product on the markets of the Russian Federation, Ukraine and Belarus - a mobile production plant for the production of individual houses by industrial method for the integrated development of urban areas.
In 2014, he published the monograph "Income House: Yesterday, Today, Tomorrow", which presents an innovative model of creating a highly efficient business in the rental and leasing market.
Since 2017, he has been a shareholder of Mosproject JSC, owning 18% of the Company's shares.
Since 2017, he has been an assistant to G. P. Khovanskaya, Chairman of the State Duma Committee on Housing Policy and Housing and Communal Services.
Since 2018, A. N. Shepel has been a member of the Council for the Development of Urban Areas and Public Spaces under the Chairman of the State Duma V. V. Volodin.
